The industry’s output value, measured at constant 2017 US dollar exchange rates, increased from US$2 billion in 2019 to US$1.8 billion in 2020.

The coronavirus (COVID-19) pandemic has significantly disrupted the Mongolian economy, with lockdown measures crippling many key sectors and causing a drop in construction output last year. The construction industry in Mongolia thus contracted by 7.4% in real terms in 2020, after an annual growth of 8% in 2019.

The publisher expects the construction industry to recover in 2021, with growth of 5.3% in real terms, then at an average annual rate of 3.4% between 2022 and 2025. forecast period, industry output is expected to be supported by government investment in the development of transport, housing, energy and utility infrastructure construction projects. Improving consumer and investor confidence and positive developments in regional economic conditions will also provide impetus.

In November 2020, the Parliament of Mongolia approved the state budget for fiscal year 2021 (fiscal year 2021). The 2021 budget is 14 trillion MNT ($5 billion), which is lower than the 2020 budget of 14.6 trillion MNT ($5.5 billion). In the 2021 budget, the government said it will continue to focus on social development sectors and implement major projects.

The government has allocated 1.4 trillion MNT ($495 million) to fund 1,100 projects and activities in the country. In addition, the government reimbursed MNT 266.3 billion ($94.8 million) for five projects and activities implemented under the “Build-Transfer” concession scheme.
